- The Ministry of Government Legislation publishes the
'Korean-English Dictionary of Legal Terms' -
□ The Ministry of Government Legislation (Minister Lee Seogyeon) has published the "Korean-English Dictionary of Legal Terms" to promote greater uniformity and reliability among English translations of documents produced by various government agencies and to disseminate standards for English translations of Korean-language documents.
❍ The Ministry first published an English-language collection of Acts and subordinate statutes titled “Current Laws of the Republic of Korea (ROK)" in 1982. It also published a volume about Korean economic laws that includes key economy-related Acts and subordinate statutes related to foreign investment from 2002 and 2005. The latest "Korean-English Dictionary of Legal Terms" is meaningful, however, in that it includes not only existing Korean Acts and subordinate statutes, and revisions to such legislation, but also legal expressions that reflect ongoing educational, economic, cultural, and social changes in a systematic and interconnected way.
□ The dictionary includes legal terms, examples of their usage, the names of Acts and subordinate statutes, idiomatic expressions related to Korean law, as well as the names of the new administration's ministries and offices and those of revised and newly enacted Acts and subordinate statutes.
❍ For legal terms, nouns and verbs used for current legislation and frequently used adjectives and adverbs were rigorously reviewed by English language and legal experts and the English expressions selected were deemed most accurate.
- In most cases, the noun form of a term is used, and if the term is a verb, it is placed within parentheses.
Example: 승진(하다) promotion (promote)
- If the meaning of a term is hard to interpretate or it can have two or more different meanings in Korean, the term is also spelled out using Chinese characters to enhance understanding.
Example: 매장 (埋葬) burial; interment, 매장(埋藏) deposits, 매장 (賣場) store
❍ For examples of usage, if a term can be used to mean two or more different things or is particularly important, examples of usage are included in typical, easy-to-read sentences.
❍ For the names of Acts and legislative statutes, existing statutes, as well as repealed or expired statutes that are referred to in existing legislation, are included to assist in referencing.
❍ For idiomatic expressions, about 350 idiomatic expressions that are frequently used in Acts and subordinate statutes are included to enhance users' convenience.
❍ For the names of the new administration's ministries and offices, the Web site of each agency is referred to and the common names of the departments under the new administration were given uniformity by referring to the standards of English expressions used by the Ministry of Public Administration and Security.
□ The dictionary will be distributed to major administrative agencies, the Constitutional Court of Korea, the National Assembly, courts, major domestic public agencies, research institutions and organizations, law school libraries across the nation, major foreign-invested companies, major law firms, and other relevant entities beginning in October. The dictionary will be updated regularly.
□ Minister Lee Seogyeon said he expects the new "Korean-English Dictionary of Legal Terms" to be used by the English translation services of the government's administrative ministries and offices and also widely used by the academic community, research institutions, and others, and to greatly contribute to the internationalization of Korea's legislative system.

'One Click, Practical Law' service -
□ The Ministry of Government Legislation (Minister Lee Seogyeon) will add seven categories related to the public's everyday needs, such as 'real estate dealing' and 'irregular workers,' to its "One Click, Practical Law" system on October 1. This legal information system enables the public to easily and independently locate and use the legal information they need for their daily lives, thereby addressing the inconveniences currently experienced when searching for legal information.
□ In the "One Click, Practical Law" system, laws, that are now intricately entangled with the roles of various government agencies, have been reclassified under categories familiar to people in their everyday lives and occupations. It amounts to an online legal information service where the often-arcane contents of the body of law are explained from a layperson's perspective.
- A pilot of the program was launched in March 2008 with five categories: 'transportation & driving,' 'opening of restaurants,' 'employment of the handicapped,' 'foreign investment', and 'care of infants and children.' Then in July 2008, 15 areas were added including 'home application' and 'lease contracts.' The latest seven additional areas will serve to further enhance the legal information service.
□ The Ministry expects that by adding seven areas that are closely interrelated with people's everyday lives such as 'real estate dealing,' 'irregular workers,' and 'employment of teenagers' on October 1, the public's utilization of the system will increase.
- To ensure the convenient use of the seven additional categories, each area is divided into 'areas of interest,' 'items of interest,' and 'outline of legal explanation' and also provides legal information such as relevant Acts and subordinate statutes, their interpretations, precedents, decisions by the Constitutional Court of Korea, and more.
- In the case of the 'real estate dealing,' a total of 45 Acts and subordinate statutes (26 Acts, 11 Presidential Decrees, six Ministry Ordinances, and two directives, established rules, etc.) related to real estate transactions are reviewed and analyzed. Relevant information is provided in an easy-to-understand way by classifying and arranging relevant information into 11 'items of interest' such as an outline of sale and purchase of real estate, preparations for contracts, conclusion and execution of contracts, violation of contracts, taxes and brokerage commissions, etc.
□ The Ministry plans to continue to identify and service additional areas of everyday living where the public needs legal information to enable them to obtain the necessary legal information easily and conveniently, without requiring the help of legal professionals or incurring legal expenses. As such, the system is expected to represent an innovative instrument of e-government by providing the public a free legal information service.

□ Minister of Government Legislation Lee Seogyeon visited regulatory policy agencies, law schools, and other related institutions of advanced countries including the United States and Japan from Sept. 2 to 10 to share information about advanced legal systems and publicize a Korean initiative to revise and/or abolish Acts and subordinate statutes that have inconvenienced the public. The process is being aggressively carried out by the Ministry of Government Legislation

□ Through the minister's visits to legislative agencies in the U.S. and Japan, the Ministry:
- Enhanced cooperation and information exchange with highly developed legislative agencies to pinpoint and improve inconvenient laws in an effective manner; and
- Consulted on conducting exchanges with specialized working-level personnel in legislation-related agencies and related entities at the United Nations headquarters.
□ On the first day of his itinerary, the minister visited UN headquarters to discuss ways to jointly use the legal materials of Korea and other countries and to nurture specialists through personnel exchange such as the dispatch of legislative specialists. He also visited Columbia University and delivered an impassioned lecture to law students there about the direction of government policy based on constitutionalism under the title, “Constitutionalism and Rule of Law in the Republic of Korea.”
- A lively question-and-answer session followed on whether the economic policies of the current Korean administration such as tax reforms suit the free market economic order of constitutionalism; the greatest challenges to the Ministry's initiative to revise and/or abolish laws to bring about constitutionalism; and other topics.
□ On the third and fourth days of the minister's itinerary, he visited the legislative office of the U.S. Congress to learn about their mechanism for mediating among different opinions by the Congress and U.S. administrative agencies; the status in the Congress of legislation aimed at improving existing laws; and others. He also visited the U.S. Office of Management and Budget (OMB) for the first time since the Ministry's establishment and learned more about America's standards and strategies for regulatory evaluation and the status of its regulatory reform policies.
※ The U.S. OMB is an agency that reviews and approves legislative bills submitted by various government agencies; devises legislative evaluation guidelines; and reviews and evaluates newly established and strengthened regulations.
□ Minister Lee also visited the Cabinet Legislation Bureau (CLB), which performs the legislative function in the Japanese government, where he delivered a lecture entitled "The status and direction of the revision and abolishment of inconvenient Acts and subordinate statutes as part of the Korean government's efforts to establish an advanced legislative system."
- The CLB under the Japanese Cabinet has overall responsibility for the government's legislative function and legislative tasks, and as such, performs functions similar to those of Korea's Ministry of Government Legislation.
- High-ranking CLB officials showed sincere interest in the Ministry's initiative to revise and/or abolish Acts and subordinate statutes that inconvenienced the public and the fact that the Ministry took up the task on its own will. The Ministry and CLB also exchanged opinions about the CLB's methods for evaluating Japanese laws and the Bureau's future goals, in the process of sharing the legislative activities of each other's country.
□ Minister Lee said he expects the visits to serve as an opportunity to learn more about the advanced countries' regulatory reform policies, regulatory analysis procedures, and methods of reviewing the bills, as well as helping advance the Ministry's practical cooperative relations with these agencies.
