The Ministry of Government Legislation (Minister Lee Wan-kyu) attended “Tashkent Law Spring 2025,” an international legal conference, held in Uzbekistan from May 29 (Thursday) to May 30 (Friday) to introduce Korea’s regulatory sandbox system.

“Tashkent Law Spring” is a biennial academic conference hosted by the Ministry of Justice of Uzbekistan, inviting legal and legislative organizations and experts from across Asia to discuss legislative issues. This year’s theme was “The Age of Digital Technologies: A Legal Perspective on the Future.” The Ministry of Justice of Uzbekistan invited the Ministry of Government Legislation to give a presentation on the topic of “Modern Regulatory Policy: Trends and Prospects.”

On Thursday, May 29, our delegation met with Director General of the Ministry of Justice of Uzbekistan and other officials and expressed their appreciation for the invitation. In addition, the delegation also shared the implementation progress of establishing the “Council of Asian Legislative Institutions (CALI)” for development of laws and systems of Asia and proposed the participation of the Ministry of Justice. They discussed the direction of the “Consulting Project on Improving the Legal Information System of Uzbekistan,” which was selected as a new Knowledge Sharing Program (KSP) project.

On Friday, May 30, Legislative Deliberation Official Seo Bo-kyung, the head of the delegation, introduced statutes concerning a “regulatory sandbox” - one of the government’s regulatory reform efforts to adapt to the digital age at the conference. He also shared opinions on the outlook for modern regulatory policy with the conference attendees.

“Uzbekistan is a key partner country in the Central Asian region. And I expect that trade between Korea and Uzbekistan will significantly increase and, especially, cooperation in the fields of supply chains and energy will be enhanced,” said Minister Lee Wan-kyu. “We will take this opportunity to strengthen legislative cooperation between the two countries and support the further development of our cooperative relations.”

The Ministry of Government Legislation will strive to facilitate legislative cooperation with other Asian countries in order to spread Korea’s advanced laws and systems in the region and come up with measures to jointly respond to global changes.
