Congratulatory Address

Good morning, distinguished guests.
It's great to see you and thanks to all delegates and scholars coming from far and near.
안녕하세요? 친애하는 내외 귀빈 여러분, 특히 멀리서 참석해 주신 아시아 각국의 연구기관, 대학의 대표자 및 학자 여러분, 반갑습니다.

Now is the most beautiful season in Korea. In this wonderful season, I am very happy to celebrate the inauguration of this international conference including the 2005 Asia Legal Information Network General Meeting in the presence of the well-known guests from home and abroad.
한국은 지금이 가장 아름다운 계절입니다. 이 아름다운 계절에 이렇게 국내외 여러 귀빈들을 모시고, 2005 ALIN 창립총회를 비롯한 국제회의를 개최하게 된 것을 진심으로 축하드립니다.

The ALIN, namely Asia Legal Information Network, which is being inaugurated now, will be the major cornerstone of common prosperity and legislative development of Asian countries as we can imagine in the topic of Legal Cooperation for the Development of Asian Community.
이번에 창립하는 ALIN, 즉 ?아시아법령정보네트워크?는 ?아시아 공동체의 발전을 위한 법제적 협력?이라는 주제 그대로 아시아 국가들의 공동번영과 법제의 발전을 위해 중요한 초석이 될 것입니다.

As you know, Asia has been the matrix of great civilization, which boasts of brilliant culture and unique history longer than that of any other continent, and harmony of tradition and modernity in the whirlpool of rapidly changing world from modern times till now.
아시아는 이미 아시는 바와 같이 다른 어느 대륙보다 오랜 역사와 찬란한 문화를 구가하던 위대한 문명의 산실이며, 전통과 현대의 조화를 모색해온 변화의 무대이기도 합니다.
In the wake of economic development and the successful democracy in Asia, we are stepping up the speed of development in the field of government legislation. In the era of globalization, the meaning of our Asian community is getting more and more important. Therefore, the cooperation among our Asian countries is more necessary than ever before.
아시아 각국은 경제발전과 성공적인 민주주의를 통하여 법제분야에서도 눈부신 발전을 거듭하고 있습니다.
세계화시대에 지역의 의미는 더 중요해 지고 있습니다. 아시아 지역의 협력은 그 어느 때 보다도 필요하다고 생각됩니다.

I am sure that our joint study of the legal system of Asian countries and the beginning of cooperation in sharing the information of the study will be an important momentum to make the Asia continent the center of the world.
따라서 아시아 각국의 법제도에 대한 공동연구와 정보공유를 위한 오늘의 협력의 시작은 앞으로 세계화의 중심을 아시아로 만드는 힘이 될 것입니다.

Our Ministry of Government Legislation is carrying out the Northeast Asia Legal Information Project with great concern for the exchange of legislation and cooperation among the government agencies in Northeast Asia.
우리 법제처도 동북아국가 정부기관간의 법제교류와 협력을 위하여 동북아법령정보사업을 관심 깊게 수행하고 있습니다.



Today is a digital and network era. Already we can feel the network effect and economic efficiency generated by sharing mutual information following the development and spread of computer and internet.

현대는 디지털의 시대이고 네트워크의 시대입니다. 이미 세상은 컴퓨터와 인터넷의 발달과 보급으로 서로의 정보를 공유함으로써 발생하는 네트워크효과와 경제성을 체감할 수 있게 되었습니다.

By carrying out exchange through direct contact and internet side by side, the great effect will show up in the near future.
직접 접촉을 통한 교류와 아울러 인터넷을 통한 정보교류를 병행함으로써 그 효과는 몇 배로 증대될 것입니다.

The Korea Legislation Research Institute and the partner institutes participating in this project have realized the necessity of building an international legal information network.
They are hereby inaugurating the Asia Legal Information Network project to answer the calls from home and abroad. Today's inauguration of this project is also very apposite and vital.
이러한 국내외적 요청과 환경변화에 부응하여 한국법제연구원과 여기 참여한 여러 파트너기관들이 국제적인 법령정보네트워크 구축의 필요성을 절감하고 이렇게 아시아법령정보네트워크사업(ALIN)을 창립하게 된 것은 대단히 시의적절하고 긴요한 사업이라고 하겠습니다.
 

Moreover, this project is not just a unilateral one led by only Korea or one institute, but is a personal and material network seeking mutual interest by organizing a network participated voluntarily by government agencies, research institutes and universities. These agencies and institutes manage and study the legal information of each Asian country.

또한 이 사업은 우리나라 또는 한 기관만이 중심이 되는 일방적인 사업이 아니라 아시아 각국의 법령정보를 관리하고 연구하는 국가기관, 연구소, 대학들이 자발적으로 참여하여 네트워크를 구성함으로써 상호 공동의 이익을 추구하는 인적?물적 네트워크라는 데 더욱 큰 의의가 있다고 할 것입니다.


Hence, I hope that this will be a place for exchange of valuable experience and knowledge for the successful future of the Asia Legal Information Network through sincere discussions and debates among the representatives and prominent scholars from many countries.

그러므로 오늘 열리는 ALIN 창립총회와 국제학술회의에서 각국의 대표와 저명한 학자들이 벌이는 진지한 논의와 토론을 통해 아시아법령정보네트워크의 성공적인 미래를 위하여 필요한 귀중한 경험과 지혜들을 교환하는 자리가 되기를 기대합니다.

Lastly, let me once again express my respect and gratitude to the staff of the Korea Legislation Research Institute led by President Sejin Park, who has prepared this international conference successfully, and the scholars from home and abroad who do not mind making a long journey to participate in this conference.
마지막으로 이 국제회의를 성공적으로 개최할 수 있도록 준비해주신 박세진 원장님을 비롯한 한국법제연구원 관계자들과, 먼길을 마다않고 참여해 주신 각국의 학자 여러분들에게 다시 한번 존경과 감사를 표하고자 합니다.
