Main Function and Works

The Ministry of Government Legislation suggests opinions and provides interpretations in advance in the planning process of the local statutes in the local government, so that unnecessary conflicts or confusions can be prevented. Furthermore, we run the open legislative education to enhance legal professionalism of the public offi Also running the children legislative officer system and the youth legislative officer system, we contribute to raising the public’s law abiding spirit.

Legislation Support for Local Government

From 2011, the Ministry of Government Legislation, as the professional organization, specialized in legislation, makes use of legislative know-how and supports local government in making higher-quality local statutes. In addition, since 2017, we have modified the laws that impede decentralization in order to ensure it. (78 laws in 2017, 103 laws in 2018)

  • Presenting opinions on Local Government Legislation

    When local governments wonder if their local statutes violate any upper law or they have doubts about interpretation, we provide them with legalistic opinions about drafting and interpretation of the local statutes.

  • Legislative consulting on local statutes

    Upon request for advice from local governments, we provide them with a comprehensive review of enactment or revision of local ordinances such as whether the ordinances violate the upper superior law, system of the provisions, expression method, etc.
    The number of local governments that have been consulted is continuously increasing from 30 in 2017 to 212 in 2023. The number of reply relating to local ordinances is also increasing from 172 in 2017 to 709 in 2023.

  • Support for autonomous improvement of the local statutes

    We review ordinances of the local governments, seek out improvement issues such as a restriction without legal basis, an item which may violate superior law, etc, and provide a measure of improvement.

  • Arrangement and management of the ordinance in time

    In accordance with enactment or amendment of the ordinance, we inform the public of necessary matters by email and open the status of improvement of the ordinance to the public, which helps the public easily compare and verify the ordinance.

    The progress status of the ordinance, which is bound to improve by law, is available on the National Law Information Center (www.law.go.kr).

Legislative Education

Extending the quantity of legislative education and improving the quality

Since the Ministry of Government Legislation was designated as a specialized institution for legislative education and training in September, 2010, our Ministry has provided public officials with practically necessary education that is focusing on solving problems to increase their professionalism and competence. We are also providing an online education service that is composed of 18 courses, including legal system and legislative procedure, to public officials who are unable to participate in an off-the-job education.

Legislation Training Institute will open in 2024

In preparation for the opening of the Legislation Training Institute in 2024, we are striving to make the institute, as an independent training institute specialized in legis- lation, meet the demands for legislative education by systematizing the education curricula and improving the quality of the education contents.

Legislative Education for elementary and middle school students

This program is for elementary and middle school students in the process of character formation, which runs a program that helps them make a law by themselves and apply and discuss about it. This contributes to raising their law-abiding consciousness.

Children Legislative Officer

Practice case of the children legislative officer program

We have run the children legislative officer program for students in 4th to 6th grades in elementary school in order to help them realize the importance of public administration and instill the law-abiding spirit in them. This program provides children legislative officers with a variety of experiential activities of legislation, so that they can discuss laws in everyday life from children’s point of view and propose ideas for improvement.

Youth Legislative Officer

In order to prevent school violence, The Ministry of Government Legislation has run Youth Legislation Officer Plan for middle school students since 2012, which supports ensuring internal stability of school rules and various mentoring programs. Now, it is providing a variety of experiential activities of legislation such as indirect experience of legislative task, in connection with career exploration of free-semester system.
